I never outline by chapters anyway, because I never know when my chapter will end and the new one will start. I use a mixture of methods, and still figuring out what will be the best method for me, but this is certainly an improvement to rigid outlines. I am also outlining by scenes. I never outline by chapters anyway, because I never know when my chapter will end and the new one will start.
